SENATE DEADLINE DELAYED - Senate Budget Chairman Mike Enzi had hoped to release legislative text of his budget reform proposals this month, but it wasn't to be. The Wyoming Republican is not giving up hope, though.
"I hope after the election we can still be reasonable and do things to save this country," Enzi said on the floor Wednesday. He made his comments as part of a lengthy floor discussion, led by Sen. David Perdue (R-Ga.) and including fellow Republicans Mike Rounds (R-S.D.), Steve Daines (R-Mont.), Dan Sullivan (R-Alaska), Thom Tillis (R-N.C.), James Lankford (R-Okla.), Bob Corker (R-Tenn.) and Joni Ernst (R-Iowa). Perdue is now drafting legislation to fundamentally overhaul the budget and appropriations process. He sat down with reporters Thursday to talk a little about his plan, which includes: having the budget hold the force of law and not just be a resolution; make all spending (including entitlement programs) and revenue part of the annual funding process; restructure the budget and appropriations committees; and withhold compensation from lawmakers, members of the administration and staff if funding deadlines are missed.
